Cambria County Master Plan

Work on the County’s Master Plan officially began in March 1999. The Cambria County Commissioners appointed members of the CCPC staff and board to sit on the Master Plan Board of Directors, as well as the Plan’s technical committees. The County’s Master Plan, initiated and supported by the County Commissioners, was developed around the following five (5) concepts:

Develop a vision of what Cambria County could become;

Be a "living document" for achieving agreed-upon goals and objectives;

Involve coordination to improve the quality of life;

Include a method to measure effectiveness so as to save tax dollars and be a guidepost for funding decisions; and

Commit the County to change and forward-thinking.

The initial phase of developing the Plan involved the preparation of an Assessment Report which included vision statements, major issues, current status of these issues; goals, action steps, lead agencies, target dates, and evaluation criteria for each of the following subsections: Economic Development; Human Capital; and Quality of Life.

The Master Plan was completed and subsequently adopted by the Cambria County Commissioners on August 24, 2000. The Plan is now in the implementation phase. More specifically, this phase involves monitoring the progress made by all lead agencies and the continued review of all goals and objectives by the Master Plan Board of Directors and Trustees.
