PURPOSE

The Emergency ShelterCare Facility of Cambria County provides a 30-day maximum, non-secure, co-ed residential placement for seventeen children between the ages of 10 and 18 years of age.  The Shelter staff provides objective evaluations of all detained youth. This screening identifies the particular physical, psychological and social needs of each child. All children entering the program receive support and guidance within the structured environment. It is the mission of the facility to help children in transition by supportive care. The predominate program focus is to assist the placing agency, child and parents in developing a treatment plan for the child. The Juvenile Shelter Care Facility, with its structured programming, accepts dependent youth as well as alledged and adjudicated delinquents. The facility has service agreements with 19 Children and Youth Agencies and Juvenile Probation Bureaus.

MISSION

The Emergency Shelter Care Facility operates by creating legitimate, alternative pathways to adulthood through equal access to services that are least intrusive, culturally sensitive, and consistent with the highest professional standards.

The facility operates in a safe and staff-secure manner that provides protection for the youth, staff, and community.  It preserves children's individual rights, dignity, and encourages adolescent development.

The facility's environment fosters physical, intellectual, social, and emotional growth.  The structured program offers academic education programming in life skills, drug and alcohol counseling, and social skills.  The Shelter Facility strives to teach children how to behave among themselves and in society.  It is a source of educational, psychological, and social information for the Courts.

The facility complies with all statutes and regulations that prohibit discrimination on the basis of race, color, religious creed, ancestry, sex, handicap, age, or national origin.
